Account might be suspended in case of giving away un-allowed stuff (non-steam redeemable keys, beta keys, not same games as reflected in description) or just for not sending the key at all.
In all other cases (when giveaway is marked as "Not Received") account will eventually just run out of avaiable slots for new giveaways - in that case person will need to reach support for allocation of new slots for giveaways and, since it is a manual work for a support, they will investigate user and (probably) will refuse to add new slots if they will think person acts with malicious intent or they will add literally a few new slots and a person will have to be extremely careful with his giveaways.

It's not like you're tarred and feathered for an invalid key. As you gave away well hung keys the developer might have revoked them. A despicable practice which is not reigned in by Steam. An understanding winner would consent to delete the giveaway although they don't have to according to SG rules.

I believe your winner would need to mark it as 'not received' to be eligible for other GAs of the same title, so don't bear any ill-will to the winner who does that.
Note, in the 5-week scenario, it's possible your winner gets the key from some other source (another GA, a trade) in that time, and then they'd be less likely to mark it as 'received' from you. If they got it from another GA, marking it as 'received' in your GA would earn them the mark of being a multiple-key winner.
As with most problems, sincerity and communication should go a long way toward finding a solution that satisfies both sides.

Well, you are lucky to have encountered a decent one. Also, just a bit of info: if you leave a comment on your own GA page, a winner doesn't get a notification. For them to get it, you need to "reply" to their comment or write on a page of a GA or discussion created by them.

About the info: Thank you, this happened in this giveaway and in another giveaway (of a VR game) I made.
In the VR game's case I have a problem, as I can't find the exact username on Steam to make sure he/she has not the game in their Steam account. I wrote in the giveaway and he/she hasn't answered yet. I don't know which one of the people with similar names is on Steam, none of them has the same profile picture or the very exact name.
I will try to write a message in a post they made or reply one of any of their comments.

users have to sync their steam library to the site on a regular basis to enter giveaways and won't be able to enter anything they own(DLC and packages(steam doesn't reflect package ownership, just the contents) will be exceptions)
also there is a link to their steam profile on their SG profile, you don't need to search them up in steam.

What others have said. Remember that for each non-received mark, you lose one giveaway slot, which isn't good if you want to make large trains in the future. I always try to make an agreement to delete the giveaway and most users are understanding on these situations.

I made some giveaways. One of them was from a game I had twice in my Fanatical account. Even if both codes were revealed, I was 90% sure one of the codes wasn't used. So I made some giveaways.
In this case the winner claimed the code was used, so I gave the winner the other code. I have been doing some research (these codes are 3 and 5 years old) and may have given the code I didn't use for myself.
I have been checking the price of the game itself, and it is not on sale now, even if it has been bundled many times...
QUESTION: What happens if I don't send the key in time, the winner marks it as "not received" and I achieve to get a cheap steamkey 2, 3, 4 or 5 weeks later?
I mean, if the winner marks it as "received" weeks later, does my account get eventually forgiven? (I wouldn't want to have a "not received" in my sent gifts historic.)
