Both, but if that's not possible then I'd recommend playing Fallout 3 first. (also Fallout 3 is my personal favorite, the FNV "cowboy" theme gets old and sometimes tedious gameplay just wasn't that appealing)

As someone that has played and loved all of the FO games, I'd say Fallout 3 is a a lot better when it comes to storyline. However I feel that New Vegas keeps you busy for far longer, there's so much to do, so much to see ( and it'll be far more nuttier and fun with Wild Wasteland trait), plus there are so many mods for New Vegas which makes the gameplay even cooler. Both are worth a play but my opinion is
Storyline: FO3>NV
Fun factor: NV>FO3

Shakes fist at Fallout 3
Just won F3: Mothership Zeta, got excited & booted up F3 (last save was right before the endgame thing), headed straight to the alien crash site and... nothing.
Loaded to just after I had been at the Citadel... nothing.
Loaded a way early save where I hadn't been anywhere in the area, ran through the desert to the wreck and... nothing. Vaporized some critters with the alien blaster. Ragequit, posting here, next up: crack open a beer and go back to Project Zomboid. :)

Did you activate the DLC on the Fallout 3 startup module and not just in Steam ?
I figured out way too late on my first Fallout 3 playthrough that I was playing Vanilla edition even though I purchased the GOTY. Just because I didn't activate the various DLCs on the little interface that pops when you start the game.

Since I've had both and beaten both to death with a rubber fish, I can clearly say that Fallout 3 is superior. There is literally NO difference in gameplay mechanics, character development or customization. Even most of the enemies are the same. All NV has over 3 is more of a weapon choice.
From an atmospheric look, 3 actually FEELS like a Fallout game whereas NV just feels like you are running around an already existing desert area that looks nothing like the aftermath of a nuclear holocaust. I mean, in 3 you actually see the bombs and can even set one off. NV you don't even see a physical reference to one. And the factions in NV was completly useless as well. One more thing about characters. You have always been a Vault Dweller that leaves their vault in the past games. NV strays from that lore making it seem less like a Fallout game and more like a generic post-apocolyptic shooter with RPG (no pun intended for certain weapons) elements.
I could go on, but it would make it into a wall of text and I know that nobody like to see that.

The biggest issue I had with Fallout 3 was that the wasteland felt to pristine. It's been about 200 years since the war and people have been out of the vaults for roughly 150 years but almost nothing has been touched, at times it feels like the bombs fell last week. The game also ignores far too much of the series story, the main villains are a group that was destroyed 30 years prior in the ending of fallout 2.
Fallout 3 is a good stand-alone game or a franchise reboot, New Vegas on the other hand feels like a proper sequel to fallout 2.

The story in 3 felt like a parody of 1 and 2 to me personally, I had fun with the game but it was sorta sad if viewed as a sequel, I am actually confused because some people here are saying the story in 3 is better then NV...to me it felt like shoddy writing, kinda like it was thrown in last minute with no actual reason for being. It was so black and white that it was kinda cringe worthy. Like most Bethesda games in needed a crap ton of mods because it also lacked a decent amount of quests, game felt empty...
That said...fun sandbox I guess haha.

Sure if you ignore ammo types, iron sights, an actual useful speech mechanism, special attacks for melee and unarmed, companion system, Hardcore mode, etc...

Nope, if anything Fallout 3 feels nothing like a Fallout game, I started to doubt while playing it if the devs even ever played Fallout 1 and 2....

Funny, most people who have played both 1 and 2 feel the opposite, F3 basically tossed the lore aside while NV brought it back, hell NV was written by the people who wrote Fallout 1 and 2 even(at least some of them I believe...). Fallout 3 felt like a generic post apocalyptic game, it was basically Oblivion with guns, and yeah it was fun but its not near better then NV, NV felt like a true sequel and 99% of fans agree on that.

It hurts me inside to say this, but if you go for story you should go for New Vegas. Sidequests and atmosphere in Fallout 3 is still much better than in New Vegas (my opinion). I said it already in another post but it took me 3 playthroughs (+DLCs) in New Vegas to "learn" to enjoy it like I enjoyed Fallout 3.

i would say Fallout 3 only because i thought t had a better balance of game play and story
Vegas has a decent story but the game play is kinda boring there is less to explore less to see and do and most the dlc is pretty weak
at least with 3 it has pretty good dlc though operation anchorage is okay
but this is just imo

Fallout 3 has compatibility issues with windows 7 and windows 8 so beware. I don't know about New Vegas.
