Why some people with 120 $ have already lvl 2 and me with 146 have still lvl 1

Because your real CV is only 22$ http://www.sgtools.info/sent/GaboS89 bundles games give only 15% of the full value.

Depends on what games u are giving away if they are bundled games u only get 15% of the steam price towards your SG level if they have never been bundled 100%. You can check which games are from bundles here http://www.steamgifts.com/bundle-games
Also some games that sell for a really low price on steam count as bundles games i think not sure though
