If I remember, the game might have been free at one point. Not sure if anything changed but free games were removed from the list of games that can be made as GA's.
But I have been known to be wrong...... 99.9% of the time......

Delisted games sometimes disappear from the API as well, making it impossible for sites like Steam Gifts to track them.
This seems to be the case with East India Company Gold, which is a separate listing (ID 254000) for a version of the game that includes all DLCs, was published by Paradox, and got delisted when they didn't renew the license, as far as I know.
See SteamDB page for reference, it's almost barebones, which is not always the case with delisted games.
Then there's East India Company, an older listing (ID 25930) of the game with DLCs sold separately, which is literally the same game, just self-published by the developer Nitro Games, likely after they reacquired the IP.
Separate listing for functionally identical versions with different DLC setup is not a first for Paradox (see Majesty), but as to why it's the older listing that came back when there was a better one as part of the same IP, ¯\_(ツ)_/¯
Anyway, this one is still regularly sold on the Steam Store, and thus available through the API, but has likely been intentionally disabled to prevent users from creating giveaways under the wrong ID - which is something that used to happen very often, especially with mass freebie giveaways back when freebies were not allowed (and surprise, East India Company Gold was one of them, notably DLH used to give a copy to any new account, which was exploited pretty hard by scammers to get their phishing bots "unlocked", back when you just needed to add a paid license to your account).

FUEL is one of the most reported for dupe keys over on the IG forums despite being a rare drop. So the situation is exactly same with that as the other two. There's some chance to pull a working key but most are dupes.

Rules:
Default time for each challenge is 60 seconds, every key won gives 10 malus (-10 seconds penalty), which can reduced:
