i think its the odd way steam handles discounts for packages. because you cant just buy CiM, it comes as a pack with a bunch of DLC now. so yeah i think the game is pushed down to that price to have what is ACTUALLY available for purchase at the 20$ mark or whatever it is.

It is a system glitch. The discounted price of a game should never contain a negative value.
Discount glitches/errors are only valid below 100% (i.e., 98% off).

For example, a $4.99 game is given a 98% discount by a bug. This is valid -- the updated price, a puny $0.1
A game with a discount above 100% will have a negative value. If the $4.99 game was given a 130% discount, it would be priced at -$6.5, this discount is invalid.
