Can I stream media from my Android phone to VLC player on my computer?

I noticed VLC player has a "Stream" option. I tried searching up a way, but most searches resulted about streaming VLC on to a TV.

the one on the phone is made to play streamed videos and music not the other way around (i guess 👀) ..

You can open something with VLC on a computer and play/pause/rewind etc. with a phone like a remote controller with their app if that helps.

Why not just use an Android Emulator?
I can't recommend BlueStacks, but I can recommend MEmu
I've tested a fair number of them and MEmu seems to be the best there is.
