what are some legit sites that let you buy in US$ when you are not in US, and also is there a way to log into the US$ version of humble bundle when in the UK?

I don't know about stores where you can choose your currency, but I pay in US$ all the time using a vpn.
I either use a plugin for chrome called ZenMate and choose USA as location or I use Opera with their built-in vpn.

Virtual Private Network. It works like a tunnel and in Klinge's case, he uses the tunnel from other country and appears in the U.S. So the Paypal thinks that he is visiting the website from the U.S.

USD is insanely strong compared to the Pound at the moment. It would probably be more expensive to pay in USD.

The word VPN is not mentioned once in Humble's terms of service so I can't see It breaking any rules.
