If publishers charge extra fees in your region, GOG- by my understanding- will automatically give you store credit equal to those fees after your purchase with that currency.
Fair Price doesn't relate to differing regional prices, outside of where publishers charge extra fees.

There've been plenty of threads [with screenshots of GOG support's comments] that they don't price-match to Euro, Canadian Dollar, New Zealand Dollar, etc.
It's only if the publisher charges extra fees in that region that they reimburse the fees as store credit.
What that means precisely, I'm not sure, but apparently some publishers tack on extra fees beyond currency conversion+local fees, and that's what they're trying to address.
I know, it's confusing, especially since they used to price-match before their policy change.

Wait, they totally changed their policy?
Last time I read it, it was simple "if game costs $50, but you pay more than $50, because for example publisher forces use of €1=$1 and you have to pay €50, then we give you difference back as a discount in next purchase/store credit". Nothing about any extra fees, only that if game costs $50, you'll "pay" $50 even if they put €100 price tag (well, you'll pay €100, but get around €60 back as store credits).
So, from "No DRM, No €1=$1, No DLC" there's only "No DRM" left?

Seems to only apply to new and AAA games, in fairness.
But I haven't heard of anyone successfully managing fair pricing of late (that may just be due to the scope of what they're trying to buy, though), so I'm not entirely sure if it's still applying to older games- the initial change happened start of 2014, so it may have been changed further, since. :/

I think the Fair Price policy is only for if your local amount costs MORE than the USD amount, according to the policy on their website.
6.5. The Fair Price Package applies to all of the titles which we couldn't include in our standard pricing scheme. If you end up paying more for a game in your local currency than its US price, we'll refund you the difference out of our own pocket. The refunded value will be added to your account in Store Credit in the currency of your purchase.

I'm going to buy No Man's Sky from GOG. Price I get is $59.99 but for Russians it is available for 1999 RUB. 1999 Rubles not equal to $59.99. So will I get a price equal to Rubles in USD if I contact customer care according to fair price package
