It's your responsibility to know what you give away... heck i saw people adding giveaways 2 days before CD Action hit shelves, i checked bronasium and it looked like PL version is region restricted, so i added few of em to friendlist and warned them that it will be 90% region locked so they should consider deleting giveaway and making it again if by some chance it will be non restricted version... they all kept their giveaways, people that are morons deserve punishment.

I guess if you did a private giveaway and invited people you know from the region it would work. Correct me if I'm wrong.

Even if users could be relied upon to know site policy (they can't) and to submit giveaways using a much more complex system that would have to be developed (they couldn't), which would involve creating new giveaway creation dialogues that would involve researching every possible region restriction on every game ever put out for Steam (already ridiculous) and coding this into the site, as well as something to track users' IP locations and limit their ability to enter these ridiculously overcomplicated giveaways involving an array of menus beyond the ability of many users to navigate without a lengthy, detailed guide; a difficult-to-code wizard which might well require some level of installation into users' local content; or some other similar nonsense (which won't even be terribly useful since many users will fail to make the correct choices during giveaway creation anyway), well, I'll just stop there. The whole proposition is patently absurd.

Tl;DR: Even coding several times what has already been put into the site can't make people create giveaways properly. Ignorance and deception can't be stopped with the technology available to us.

Hidden giveaways are deceitful to circumvent the no region restriction rule. Wbarton addresses your exact issue above saying that if support hears about it, it gets deleted and the user likely suspended.
