Terraria has a bunch of holiday/seasonal content, including Halloween. I just looked it up, it happens when you play during the last 1/3 of the month. Terraria is a bit unique in that you still can see this content and get related items even when playing offline and solo.

Clicker Heroes' interface gets dressed up for Halloween and all the bosses are Jack-o-lanterns.

Overwatch would be an obvious non-Steam choice, but it's like a repeat from last year so don't bother if you played it last year.

CS:GO also has a tiny thing where the chicken that run around in the game have these "ghost costumes", which are like a small piece of sheet with two holes cut out for eyes, and they wear it on their head. Not sure if they're doing it this year, haven't played it in a few weeks. I also recall something about everyone wearing masks around one Halloween, but I'm really not too sure about that one.

Doesn't the first Killing Floor have something this time of the year too? I know it does every Christmas, but might be something now too. Ehh, cba, I won't check.

GTA Online FREE money and Dying Light Super Crane

I played the 4 days of night event in The Long Dark last year, and while it was fun, it was a tad annoying to do since I was still a new player (I still am, since I haven't played it as much as I should!) and didn't know my way around. At least if there was some daylight, I could find my way around easier.

I do still have a piece of that pumpkin pie in my Inventory. I wonder if it is still good a year later?;)

100% Orange Juice has Halloween costumes that you can buy with candy that drops on completed games (there is also a chance of getting a random costume instead of the event currency). Last year's event costumes are sold at a discounted price of 20 while this year is 50 (drops are usually around the high teens, so 2 matches for last years and 3 this years stuff).
