I bet that if you both give away games too and if you dont enter private GAs that only have 3 entries or so, there will be no problem. You are two persons in the end.

A Permanent Suspension doesn't mean what you'd think, here on SG.
Rather, it actually means "Indefinite Suspension", or, a suspension that lasts until the underlying issues are resolved. As long as you can resolve the issues, you can return to SG- as one infamous member has shown, by coming back from it repeatedly. :P
This is in contrast to a Permanent Ban, which is in fact theoretically permanent, since you can no longer contact support if it's applied to you. I've been told that's basically only ever applied if you harass support while on a Permanent Suspension, though, so it's exceedingly rare.

my opinion, if you both connect on same ip, better create ticket and ask moderator, and ask for permission 2 account same ip, and ask anything you want, so you will get "official answer" :)

As long as you can prove it's two separate people each with their own account should the shit ever hit the fan, I think it's alright.
I can think of two SG members who are in the same family, and they have no problems.
If it's one person using multiple accounts, it's a perma-ban, though.

This brings up another question , what happens if im on a public network , i regularly log on steam gifts through my school's WiFi am i risking a ban??

No. Any good multi-accounting-detection process is based on reviewing suspicious patterns, not just simultaneous logins.
The fact that you all would occasionally be logging in from the same IP is cancelled by the fact that other times you're not logging simultaneously, and you all are logging from different IPs at other times. Add in a lack of steady consistency in the accounts entering for the same giveaways, and there oughtn't be any reason a flag'd be raised.
Users within the same household share similar login patterns, and that can create an issue, which is why they ought contact support to discuss the matter.

I was curious about this as well, my son is 13, has his own laptop and a steam account I've created for him a few years ago, he wanted to join SG's actually did a while back without my knowledge, I've since restricted him from using steamgifts at all when I found out.
I didn't want any issues to arise and have me get suspended, so I figured easiest way to avoid that situation was to ban him from using Steamgifts at all...
