Is it region-locked? I bought collection on RU store and if i will trade this gift to another person (from USA/West Europe and another), can he activate it?

It should be written in your inventory when you click on the gift I think

EDIT: Seems it's not region-locked ;)

Absolution is region-locked, but Collection is not...looks like its ok : /

Самый простой способ проверить - посмотреть на steamdb. В России продаётся пакет 26687 (его берём из адреса http://store.steampowered.com/sub/26687/)
Теперь смотрим пакет на steandb:

Никаких ограничений нет, можешь смело меняться с кем угодно.

Для сравнения взгляни на Bioshock Tripple Pack:

Там есть и ограничение на покупку (PurchaseRestrictedCountries) и на запуск (onlyallowrunincountries). Если бы ограничение было только на покупку, можно было бы смело меняться с кем угодно.
