Is it illegal to make giveaways with download links??? (on steamgifts.com)

Only download links and you didnt get key(s)

For ex: http://www.steamgifts.com/giveaway/cpvhW/dungeon-defenders-collection

If not, can we report him?

Well, if you share download urls for something that isn't free and without permission to do so, it's copyright infringement aka piracy.

It is not and by doing so is risking bad rep and maybe a suspension if the winner doesn't get a steam redeemable code or codes for the whole thing.

But if you give away a full bundle you can give the download link along with it

it's legal while u receive what u won. if it's in hib and have steam key, it's fine :)
basically u need to get what u won, if u receive more, can't see anything wrong with it :)
