Sim City is a large franchise. Perhaps if you told us which Sim City game you are referring to, we could answer more accurately. ^^

Well you cant complain about the length of time between releases of games if you arent willing to support them. like the guy said he got it on launch day for $23, but even without that sale, $30 on launch is great value, especially for a time sponge game like a city sim

They're city builders. They naturally have a lot of similarities (some do certain aspects a bit different, some do it better, some worse).
Here's a (video) review of Skylines done by LazyGameReviews. You can compare it easiest to the Sim City games that way (at least, if you've played those):
