I heard of people who contacted Steam to remove a particular game off their account and restore/revert it into a CD-Key...

No. If you ask Steam support to remove a game from your list, it's gone. All sales are final. You can't extract games from your library and give them to others.

For example because you accidentally activated a low-violence censored version you got in a trade, and you would like to get (EDIT/clarification: buy) the full version (which you can't as long as you have the censored one, AFAIK).

They won't change it -- that would be subverting German law, if you're in Germany. However, they could get it removed from your account, and then you could acquire an uncut version of Killing Floor separately. Don't count on getting any refunds or free copies, though.

I'm not in Germany, I'm in Serbia, but I won the game here on SG.

I'm not asking for refunds of free copies, but of the possibility of the game being 'changed' to an uncut version of it.

What he actually was doing was answering the question "why would you get a game deactivated from your account," and a reason would be to get a cut game removed so you could activate the uncut version (most of the time you can only have one or the other, not both side-by-side).

This doesn't mean Steam support would change the key to an uncut one. It means that Steam support would remove the cut version from your library so you could then activate an uncut copy without Steam saying "you already own this game".

I don't know about Killing Floor, but I know for sure that they changed in the past games like L4D2 and TF2 for people who got them as gifts from Australia or Germany. They replaced the censored version of the game with uncut version.

It's possible to remove game from a library but I don't think it's possible to revert it to a CD-key. Otherwise it would mean that you can buy a game, play, then revert it and give to someone else.

Once I bought a game and activated by mistake (He said the CD-Key was invalid so I tried it out and it activated on my account). I later made a support ticket and the Valve/Steam employes removed the game from my library and gave copy of the game to my friend. So if something similar happened in your situation they are able to move game between accounts, but only if they were accidental like mine I'm assuming.

They can swap cdkeys , you enter another cd key ( another region , uncut or whatever) and you get the old one released from steam and ready to use again. Tested , i exchanged my russian cod for eu cod and ive returned the russian key

If it's within a reasonable amount of time (say you buy a game and it turns out to be totally incompatible with your computer because it just hates you), you file a support ticket with Steam support, ask for a refund, and outline your reasons (for example, it won't install, and thread whatever blah in the Steam forums says this is a known issue, blah de blah, so you can't play it at all). Then you hope they accept your reason and issue you the refund.

That's how.

They cant undo an activation and restore the CD-Key. All they can do is they can remove the game from your account but that wont make the CD-Key valid again so you destroyed one game and got nothing in return.

I asked Steam Support to revert a key that I redeemed and the key was activable again, I gifted it to a friend without any problem

Edit: DON'T THINK THAT YOU CAN DO THAT EVERYTIME YOU WANT
It was a bug on Steam which let me activate 2 different keys of the same game but in different times
