Low violence versions of games are an entirely different entry, so you can activate both. I have two copies of Sin Episodes: Emergence on my list. :v

They won't change it -- that would be subverting German law, if you're in Germany. However, they could get it removed from your account, and then you could acquire an uncut version of Killing Floor separately. Don't count on getting any refunds or free copies, though.

What he actually was doing was answering the question "why would you get a game deactivated from your account," and a reason would be to get a cut game removed so you could activate the uncut version (most of the time you can only have one or the other, not both side-by-side).
This doesn't mean Steam support would change the key to an uncut one. It means that Steam support would remove the cut version from your library so you could then activate an uncut copy without Steam saying "you already own this game".

The uncut version of Killing Floor is not illegal in Germany and thus it would be completely legal for Steam to do it, they just don't want it

Once I bought a game and activated by mistake (He said the CD-Key was invalid so I tried it out and it activated on my account). I later made a support ticket and the Valve/Steam employes removed the game from my library and gave copy of the game to my friend. So if something similar happened in your situation they are able to move game between accounts, but only if they were accidental like mine I'm assuming.

If it's within a reasonable amount of time (say you buy a game and it turns out to be totally incompatible with your computer because it just hates you), you file a support ticket with Steam support, ask for a refund, and outline your reasons (for example, it won't install, and thread whatever blah in the Steam forums says this is a known issue, blah de blah, so you can't play it at all). Then you hope they accept your reason and issue you the refund.

I asked Steam Support to revert a key that I redeemed and the key was activable again, I gifted it to a friend without any problem
Edit: DON'T THINK THAT YOU CAN DO THAT EVERYTIME YOU WANT
It was a bug on Steam which let me activate 2 different keys of the same game but in different times
