I'm not pissed or hard up about the money. I don't mind not getting it back.
I just thought, if he really is a scammer, he should be marked.

Did you ask him about it?
If there's no talking to him, of course you mark him as a scammer, posting negative review on his steamtrades profile. I don't know if steamrep has time to deal with this kind of thing, but with a comment on his steamtrades profile at least other people have a chance to choose someone else.

I just added him. I'll see what he says. And then I'll wait a few days to see if there is any action on his end to resolve it. If, after a few days, there is no tangible result to this dispute I will report him to Steamrep.

Why did paypal cancel the refund? I would speak with them and show them the proof that the item(s) was returned and all was settled, but now that paypal have erroneously given someone your money without any warning it should be them that resolves the issue.

Exactly. I've done a lot of refunds. And the funds were always removed from my account immediately.

He accepted my friend request and subsequently proceeded to remove me without even acknowledging me.

I know I should do that. But support has thousands of tickets.

I hope so. I can afford to lose the money but it's about the principle.

Paypal should be good on returning the funds, especially with evidence. Go through the motions, get your refund, do the reports on him, get him trade banned. And remember to never do cd-key/money trades with randoms.

Yeah I think I'll try it out. The onus is on Paypal to ensure there is enough for a refund. I'm surprised there wasn't any holding amount.

Reported him on Steamrep. I don't want to call him out but I'm sure you can find it in Steamrep forum.

Basically, I saw a guy selling TF2 keys on Steamtrades and decided to pick up 6 from him.
However he complained about receiving a few cents lesser(should be $0.80) than the agreed upon price because of fees and made a huge fuss. He even threatened to neg rep me. This left a sour taste immediately. Out of goodwill and to get out of this senseless conversation, I returned his 6 keys to him and asked him to refund me the money, which he promptly did.
Not too long after that, he removed me from his friends list.
Today, I received an email from Paypal saying the refund failed.
From my final two pictures, you can see that the refund has been removed by Paypal.
So, report him to Steamrep and get him marked and launch a dispute with Paypal?
