Depends on availability, deals & pricing.
Myselves looking forward to getting a 480. Mainly waiting for a games bundle from AMD to be offered. I'm looking to get a 8GB 480 reference for about 240€ (deal price!!) and a arctic cooling "mono" addon cooler (~30€). This runs it cool & superquiet. Depending on silicone quality i hope to let it run between 1300.-1400 mhz. With this clocking it is faster than a 1060 while being cheaper and quieter than Nvidia's reference. 1070 is priced insane (as the 1080 is). At such clocking the GPU will draw about 180-190W which your PSU should be able to handle without problems.
If there is a 1060 available which is cheaper than such a combo (270€ is my target price) then go for it. If not AMD would be the better solution with 980+ performance levels @270€. The stock cooler could eventually be sold afterwards which should drop the price about 10-15€ afterwards. (via ebay as spare part)

Can't say I have researched extensively, since I just upgraded to 970 (well, year ago), but of course I have some idea.
1060 sounds like it's enough for 1080p, while 1070 is 2/3 more. However, AMD seems to be better at DX12/Vulkan, so that could prove better option.
1070 is really expensive in EU. Best would be to wait a bit, but I guess that's not an option if old one is breaking.
Also while better cards do tend to give longer lifetime, it's not likely worth the premium.
Either way any of these can easily last lifetime of PS Neo / Xbox Scorpio, although you could've to use lower settings in end time.

After a while some games can be using 8gb vram(max settings) rx 480 have 8gb vram with less performance than gtx 1060 so
You can buy gtx 1060 for 1080p monitor
You can buy 2x rx 480 (crossfire) for 1440p monitor
sorry for bad english
edit---
Your cpu can do bottleneck without overclock

At 1080p/60fps, a 980 would be more than enough, and would outperform the 6870 by leaps and bounds. You can get them pretty cheap these days. Of course, it would not be as future-proof as a 1070, but this will probably cost you 60-100% more.
I have always favored AMD, but it simply cannot perform at the same level today. Sure, we can take Vulkan into account, but assuming it will be adopted by the majority of developers is very risky.

The 1060 out-preforms a 980, and a 980 is just above the RX 480 in terms of performance, so I can't really see a point in going with a 980 these days, unless you can find a store that's selling it at a sub-RX 480 price (and even then, it's questionable, as the newer cards are capable of taking advantage of Directx 12, something that the 9X0 series is not great at).

If you're on a budget get 1060, or else 1070 will serve you the next 3~4 years of high quality gaming, plus you can still put it on ebay for a decent price after you're done with it.
Top tier Nvidia cards are like iPhones, they are expensive but they have the top notch performance plus decent second hand prices.

To be honest, 1060 Is the best choice
But I like 1070 more

GTX 1060 if you plan buy next GPU in next 2 years
RX 480 if you plan keep GPU for 3+ years
To decide what gpu chose watch this :)

the new Titan card Kappa! even the GTX 1060 is way too dare but if ya want a gpu i guess it would be the one i'd go with, would love to move to 4k at some stage but the $$$ & the gtx 1080 still ain't a 4k slayer anyway + 4k monitors are still not as good 1080p, 1440p monitors far as response time & hz etc. Do really want a nice 4k 40" screen for films & playing games like GTA or Tekken on, one day hopefully GPUs & monitors will get better & cheaper.
oh yeah i wouldn't go AMD again as my r380x is well shit

also some stores have been clearing out AMD Fury X for 300$ thats a steal, for that price, easily GTX1070 performance.

gtx 1060 is good for 1080p and maybe the differences between 1070 atm with perfomance in games might be small but gtx 1070 is better and it will last longer plus 4k monitors will get a price drop soon once vr gets a litle more reasonable price so its nice to have the option. I wouldnt go for rx 480. anyway my advice is if you have the money to spare go for the 1070 its no brainer its better it will last longer you will have more options but if you want to save your money for something else but also get a nice gaming card get the 1060

I will wait a lil more to see the new AMD releases to see if they fix the problem with their card, other than that if you cant wait go safe and go for the 1060 if you gonna play at 1080, if you gonna go over that u gonna need something stronger ;3

It's a good question that me and lot of people are wondering...
Cheaper prices I found:
Sapphire Radeon RX 480 8GB GDDR5 269 € (Other models 299€)
Gigabyte GeForce GTX 970 G1 Gaming 4GB 305 € (Other models 330€)
MSI GTX 1060 GAMING X 6GB GDDR5 369€ (cheaper price EVGA model 309€)
MSI GTX980 Armor 2X 4GD5T OC 4GB DDR5 423 €
Gigabyte GeForce GTX 1070 WindForce OC 8GB GDDR5 485 €
I always bought nvidia cards, but I try to be impartial and in my humble opinion Nvidia prices are really overpriced!
.
About 100€ for 10 FPS (between RX480 / GTX970 vs GTX 1060) is too money for the difference that you can see at 1080P
About 200€ for 30 FPS (between RX480 / GTX970 vs GTX1070) not worth it, unless you have a lot of money...
Despite this AMD had very high expectatives that are fullfiled only at mi range.
They have a good card for the Price but need to be improved in terms of cooling and a bit performance.
If i were you I would go for a RX 480 custom models (ASUS Strix or Sapphire Nitro for example) or a cheap GTX 1060 (EVGA)

If you want to max games for 2-3 years, I'd say 1060.
If you want to max games for 3-5 years I'd say 1070.
If you buy a 1060, with the 200 you save you could use that to buy the new series in 2018.
That's what my plan is. Going to upgrade my 670 I think

I think a used 970 will give you best bang for buck right now. Early adopters are selling off their old gear and buying the shiny new stuff, you can probably find some pretty amazing deals on a 970 right now and if you shop carefully you can find one that has been well taken care of.
Particularly if you are upgrading from an HD 6870 and gaming at 1080p on an i5 2500k, I think the 970 will be extremely impressive in its own right and is very capable with any game so long as you don't need it to be completely maxed out. It may not be the sexiest option currently, but from a cost-performance perspective it is probably the smartest one.

1070 is really good for 1080p. It also will give you extra power to go 1440p and 4K with low-med settings. But if you want to save some bucks and stay on 1080p for a while, go for the 480x my buddy is really happy on 1080p with it.

If you're not looking to upgrade your monitor anytime soon, get an RX 480. Some would argue that the 1060 should be a better choice given that it plays current gen games better, but in my opinion, the RX480 is a steal for its performance to price ratio. No point in getting the 1070 unless you have a 144hz monitor or are planning to get one :)
Or as someone mentioned, you can try to snag a 980ti.

RX 480 4G if you are on a budget or care about price/performance ratio. RX 480 8G or GTX 1060 depending on whether you care about DX12, Vulkan, power consumption and 10%-15% performance difference between the two. Get the GTX 1070 if you can splurge a little as it will last you longer and is the 2nd fastest card out atm. The gtx 970 was the 2nd fastest card 2 years ago and still performs excellent at 1080p. The gtx 1070 is more of a 1440p card so it should last even longer.

Rebuttal to some of the comments I've read:
1) You have to pay a premium for improved tech, so of course 1070 is going to have a higher price-per-frame than the 480 / 1060..
2) Max your card out for 2-3 years versus 3-5 years is too simplistic without considering what you could buy at the three-year point.
Overall, very helpful comments. Thanks, everyone.

edit: I have just ordered a MSI GeForce® GTX 1060 GAMING X 6G for 362€ and should receive it on July 28-29.
As much as the 1070 was tempting, the other parts of my PC are getting quite old and I thought it might be better to get a cheaper one to extend its lifetime by a few years, and maybe get a whole new PC when the next generation of GPU will be out.
So it was either the 1060 or the RX 480.
A lof of people suggested a particular model for the RX 480 (Sapphire Radeon RX 480 Nitro+), but this wasn't available already so I would have had to wait an undetermined amount of the time and I wasn't really willing to. This card also made the price argument of the 480 a bit bogus since it was sold for 320€ where I could find it.
The other main argument in favour of the RX 480 was that it seemed more future proof, since at the moment it performs better in DX12/Vulkan games and had 2 extra GB of memory. However by the time this become really relevant, I might be looking to get a new PC soon.
This left me with the 1060. Models around 300€ were out of stock, so I had to pay a bit extra, but coming from a HD 6870, I should be more than happy once I get my hands on it.
This is pretty much a follow-up of my previous thread about my graphic issues. Odds are I'll be ordering a new GPU on Monday. But I'm completely clueless about this and I don't know what to get.
The 1070 is really tempting, but there's also quite a price difference (1070 starting at 500€, 1060 at 300€ and 480 at 260€). I'm not planning to do anything fancy, just playing on one 1080p monitor for now, I'm not particularly looking to get a 1440p soon but I might, especially if I end up getting the 1070.
So, should I go for the 1070 or is it more than I need ? Will the other cards cover my needs for several years ?
Also wondering how to choose a specific brand/model of card
