I would argue that it is not very constructive, as it encourages people too lazy to do a search to ask in the forums instead.

From this : "hey, can some 1 who have "free" cs:s make giveaway? i can give him Unreal Antologia key (its not for steam but you can play)?"

I look like a trade of sorts. He makes a giveaway for CS:S for your key of Unreal.

And I didn't say you asked for a trade, I compared the begging part (not allowed) and the giveaway part (allowed) and added them : begging for a giveaway.
