People who make fake giveaways get banned. Someday most of them will be certainly gone. It's a long road.
He's got 7 days to deliver the gift. Wait until that 1 week period ends and then report him.
How many games does the gifter own in his steam account? If he made a giveaway containing like 9 copies of Dead Island and yet had like 16 games on his Steam account, I wouldn't enter.

I have marked it as not received now. I think it's been 8 days, but it says it's a week old, so yeah, it's reported. And the gifter had many games, over 50. Lots of new, AAA games, including the game he was giving away. This is what he posted as his comment on the giveaway:
"Just discovered this community and thought I should share with the friendly folk. First giveaway. Enjoy. :)
Sorry forgot to mention it's a steam gift."
It wasn't like one of the many blatantly obvious fake giveaways we see nowadays. It seemed really genuine and none of the comments on it even suggested at it being fake.
I guess it doesn't matter anymore, so the game was Deus Ex: HR. So yeah, I r sad. :/

He'll be banned once the moderators get around to it which generally doesn't take too long.
Aside from that, there is nothing anyone can do really. It happens, I understand your disappointment especially given the game in question but there isn't much you can do.
As for winners getting the giveaway creators email, I'm absolutely against this.
If I'm doing a public giveaway I do not know who these people are, I don't know what their attitudes are. I really don't want them having my email address.
Some of the winners are decidedly ungrateful and are quite happy to spam you with requests for more free games.
On Steam that's easy to deal with, block them and their gone.
On email you block them and their liable to get angry and start distributing your address to as many spam lists as they can.

Anyways, he's chosen to ignore my latest add, has entered a few more giveaways since I last checked his profile on here. So when does he get banned? Also, aren't all the entrants supposed to receive their 50 raffle entrance points back? I haven't gotten mine refunded yet.

the points get refunded when the mods manually delete the giveaway. click the report button or talk to a mod on steam, they usually hang out in the chatroom. also, there is a support forum that is just for stuff like this.

So, I beat the odds and won a great game last week(withholding the name for now). Over 2000 entries and I basically thought I was throwing away the entry points.
I was very patient and waited for the guy to contact me, but after 3 days, I got no Steam adds, nor any gift emails. Looked at the rules and learned it was fine to contact them after a day, so I added him but he was apparently ignoring me(I added him, thought I was being too impatient, removed him, and then added him again...stupid Steam friending system). So I got on my extra steam account and added them there in the hopes of getting in touch with them. Nearly 2 days later, I find my invitation was declined, so no contact there. I've been able to add him again on my main account, but I'm not holding my breath on being accepted there either.
What happens to the guy now? Why don't the winners get the email of the giveaway creator as well? I don't know, maybe someone added him right after the raffle ended, said they won, and he believed them without checking the site. Perhaps there should be big red letters after the giveaway is created for the creator to make sure to check the site for the true winner before accepting any random invites and requests for prizes. I have no idea what happened because I can't get in contact with the guy.
I'll admit, I'm a bit dissapointed. I got my one chance and it turned out to be fake. I'll move on, accepting it as another chapter of my life. But this system is not perfect. Full of exploitative loopholes. I guess all I have is to report an unsent gift and that's it. :/
