Since this can only be accomplished by having made exactly 10 giveaways and winning exactly 1, you don't need to worry about Staff since they all exceed this. The bigger problem will be finding someone who got to level 5 on 10 giveaways.

Back in my day, we made all of our giveaways and restrictions by hand! Uphill both ways!
