client = webpage on the purchase part. It's the client's browser (ex IE, new webkit) which sucks.

Or you could do as it suggest's and contact Steam Support. Chance's are if both the mobile and PC client's and the website are failing to take your purchase, then there is a chance something could be wrong account and/or billing side. Try Steam's Support to find out if there's something wrong there.

Make sure you didn't change the currency in your browser. (trying to look for prices in different regions) Happened to me once and couldn't buy from the browser anymore. (Altough I could still use Steam itself).

yes, every new account has to go through their so called "Unexpected error" verification. It's a lie and it is not at all unexpected. They simply don't sell to anyone unless you contact them personally and jump through hoops giving all your personal information including your credit card number to some low wage support guy

Has nothing to do with Banks, paypal or anything but Steam locking the account for review. This so called "unexpected error" is not unexpected at all but a standard practice by them to review accounts and payment methods.

This error means your purchase privileges have been temporarily removed until verified by support. You will have to contact them and answer their questions, usually your name, address, credit card number and the like.

I suspect you either changed your paypal/credit card recently or you bought a lot of games in a short amount of time. This will alert Steams fraud system and you are screwed.

As for the sales, i am sorry to say but you are screwed. They don't care and they will not give you a coupon or anything to make up for the loss.

there is more solutions ... i had this problem to ...

1.Delete everything from steam folder EXCEPT STEAMAPPS and STEAM.EXE
OR
2.Change your Cloud country -> This worked for me :) ( i changed the cloud country , and it didn't worked at start ... but in like 10 minutes it worked )

You need to contact steam support. It happened to me twice within 2 weeks. They will ask you to verify your billing info and then will fix it. Sadly, it takes the support a week or so to reply to your ticket which will be too late for your purchase. I'd recommend asking a friend to buy games for you until they fix it.

Maybe you're not in the country you're buying it in. I mean when you are in Belgium you can't buy from France store. Sounds weird, but when you try it you get that error.

You have an account lock, for security reasons, I had that too, contact Steam Support, yeah it sucks when you lose a Deal, I lost one too back then.
