I'm sure it was a working key. I messaged them on SG and commented on their Steam profile, but no response. The game isn't activated on the winner's account, but they revealed the key. I can't "request received feedback" because they didn't activate the game on their account. I can't reroll because winner might have used the key on a different account. I can't delete giveaway without the winner's permission, and they active on SG but ignoring me. Suggestions?

No clue to be honest, I once had an unresponsive winner and had to reroll after a week of waiting but I can't remember if they had revealed the key or not.
At worse you'll have to reroll the GA and hope the key wasn't redeemed, and if it was you'll have to either ask the new winner to agree to deletion or just take the "not received". But maybe someone else here has some actual advice, I'm just guessing.

I would rather not reroll if I can avoid it. The key has been revealed now so I can't guarantee the next winner will get a working key. And I want to keep my perfect giveaway record. I will do that if I can't find a better solution.

I think you van actually request for received feedback. The fact that they saw the key should serve as proof. After the user might claim that the key didn't work, and it might be true or not but at least there would be a record of it.

If it's over 7 days ago then do as drbeckett suggests.
Request for received feedback and add any screenshots of you sending the winner messages etc.
One other thing though:
Just because someone revealed a key doesn't mean they could or had to immediately redeem it on Steam.
Crap happens and their unresponsiveness could beyond their control.
Getting into wild speculations about evil intent will just get yourself worked up ;)

I did "request received feedback" but didn't send screenshots. Staff responded asking for screenshots but by then the user had finally activated the key and marked as received. I wasn't making wild speculations, but if somebody reveals the key I don't feel comfortable rerolling just in case it's been used.

Reverse thing happened for me xd. I won a ga but there wasn't any key in the win page. I added the host in steam and send msg to him asked about this. He saw it but didn't answer. 3 days past since I won that but nothing, have no idea what to do
That ga had 2 winners. Other one haven't got his key either

That's easy wait for 7 days after the giveaway has ended then mark the game as not received or (optional) you could write in the giveaway comments that you're ok with deleting the giveaway.

It seems to be your first win, so let me tell you, pushing the GA creator for the key is not considered good manners. I understand the impatience on your first win, but as per rules the GA creator has 7 days to deliver the key. After these 7 days have passed, it is appropriate to try and contect them, but before it's just rude.
When people would do that with my giveaways, I would just make them wait the whole 7 days.

To add on to the above replies:

In short, there is a common courtesy waiting period for both giveaway creators and winners: one week for the creator to deliver the key, and one week for winners to activate the key. After which, attempts at communication should be used to try to resolve any issues before resorting to contacting Support.

Since you don't know if he used the key then you can wait a while to request a feedback ticket. One of my GAs was like this, winner revealed the key and was using a private profile. Since I could not see if he activated the key then I waited a month to request the "received feedback".

Asking for a reroll you risk the key being a dupe.
