I usually pride myself in being immune to 'gore' horror.
Unlike gore, this scene has more..subtle psychological horror. While it did not 'jump' scare me. It left me quite disturbed for a long time.
The movie itself, apart from this scene, wasn't scary. So this is the scene that left me thinking about it for years.
I've read somewhere the developers of this movie put alot of time and effort into researching what disturbs humans, and mixed it all up in that specific part.

There's a difference between disturbing and scary. Gore, torture, etc are often more disturbing than they are scary. In fact many movies that have scared me aren't even really horror movies. Easy examples are David Lynch movies like Mulholland Dr. and Eraserhead. Those two movies are pretty decent nightmare fuel without showing anything too explicit. There's a lingering feeling of dread and unease throughout the entirety of the two movies, and actually I might even describe them as watching somebody else's nightmare unfold.
Here's a clip from Mulholland Dr. which may or may not be scary for you since it's probably more effective in the proper context, but that scene kind of freaked me out a little when I was watching it for the first time.

I don't think gore horror is scary. It's just disturbing to look at, but scary? Not really.
As a kid, I was immensely scared by the scene in ET where they find him all white and sickly. Always had to cover my head at that part.
Right now I would say this one is pretty scary.
Also, in terms of pure atmosphere, this wins. The complete lack of sound is amazing.

There are a couple of scenes in the paranormal activity movies that creep me the hell out. In PA2, there are subtle distortion effects that if you notice can be real creepy. One scene watching the baby sleeping, the bass gets turned up, and if you look carefully you can see a bit of wobble in the mirror where "something" is standing. When the teenage girl is laying on the couch, you can see a shadow slowly creeping over her while the bass gets turned way up. These are what I find scary.

The most disturbing scene I have ever seen is in Se7en when Detective Mills finds out "what's in the box?" This is the only movie where I felt sick afterwards. When I saw this in the theater every other moviegoer was completely silent on the way out. Nothing I have seen in a movie since then has been scary or disturbing to me. To me, Hannibal Lecter has nothing on John Doe as far as depraved movie villains go.

oh! and that scene in Requiem for a dream the one that is like a mix of mini clip, his fucked up arm because so many drugs, and ass2ass scene... mmmm I liked that movie.
I don't understand why but I don't really feel scared for monsters or paranormal things in movies, but I got scared by scenes that show something possible in real live, horrible but possible.

Poughkeepsie Tapes was pretty much disturbing. The, for example, officer car rape scene was pretty sick when he slowly told her hes the butcher and she starts to realize she's on the edge of being raped/murdered. The scene afterwards also kind of creeped me out (the crawling scene where he stands up close to her with a suit and presses 2 sharp things in her throat and the tape on her mouth starts to fill up with blood).

The movie Kairo had a few really creepy scenes including one where it's like the ghost is actually creeping behind you and speaking right into your ear. Another one named Noroi had quite a scary ending. And then the usual Ju-On and REC stuff.

The final battle of telekinesis between Cameron and Revok from David Cronenberg's original "Scanners". Arguably one of the goriest and most disturbing scenes I've ever watched in a film...
