When I charge my Windows 7 PC, it says (plugged in, not charging)

Could someone help me out with this? If I plug it in it will run on the little bit of power it has, but when I unplug it, it will die.

because when you are charging battary on, battary life is slowly descending. W7 tries to stop that. charge your battary when the computer is off.

I would say your charger (or the charger socket) is damaged. Or, if you are like a lot of the people I work with, you haven't turned on the plug socket or even plugged it into the wall

Remove your battery, then reinsert it.
Your problem is simple: Your laptop battery went loose
