You can contact the winner via Steam or via mail and kindly remind him to mark the GA as received.
IMHO, we don't need more giveaway options.
If you want to have a Steam level requirement, you could always make a private GA with special rules. Just make sure a mod approves those rules in advance.
Btw, that's why I almost only created GAs with at least 0.01 CV (which would now equal Level 1), so I know the winner knows how this site works. I also delivered most of the time through Steam chat (even though different timezones can be a hindrance), but you get to talk a little with the other person and can also use this opportunity to ask the winner if he could makr the GA as received.

Whats the use of using this site if giveaways are private? May as well do giveaways in my own Steam group.
He is level 1 so that wouldn't make any difference. He is online and has accepted my friend invite as well but his Steam profile is private and he isn't responding.

There's another option: create a support ticket and ask for your giveaway slots to be increased manually by a mod.
AFAIK, there are currently over 30'000 open tickets, so don't expect a fast response.
There's also a chance they will decline your request, since you're not completely "locked out" from creating giveaways (unlike users who create 3 fake giveaways, have the giveaways deleted and thus are stuck with all giveaway slots permanently locked).

I understand if a winner takes a bit of time. There are 4 people I am waiting for to check received. I don't have issue with them even if its frustrating.
I am talking about someone who is online and been online many times since yesterday, accepted my friend invite as well but not updating received. And I have no means to contact him properly cuz his Steam profile is private and I can't message him here.
I hate when people participate in public activities but keep their profile private. I want an option to filter them out from my giveaways without making private Steam groups and what not.

I have sent gift and the winner is online. But he isn't updating received and his Steam profile is private. This is creating problems for me in creating new giveaways.
What should I do?
Also there should be option for more stuff in giveaways creation besides levels and groups. Like public Steam profile or certain level of profile. Things that will allow us to filter spam/inactive accounts participating in giveaways without group and levels.
