I was wondering what turns a retailer into a legit retailer. Since its not all about the key working and not being revoked.

There is plenty of websites selling steam keys, but just few of them seem to be legit, and are published in famous sites like SG. (GreenManGaming, GamersGate, etc...)

So i guess the only thing that makes the difference is the source?

Where do the big legit retailers get the keys from? Is there legit wholesale companies? Do they have agreements with Steam itself?

Legit = Direct from the developers/publisher.
Not legit = Everything else.

Actually most use middleman companies actually.

Exertis is biggest of these.

I would hazard to guess a lot of the smaller resellers are not legally registered as a company and therefore, couldn't be legit retailers even if they wanted to.

Legit websites get steam keys directly from the developer/publisher, developer/publisher get their products keys from valve, and valve get the keys from keygen(I guess xD)

They non-legit ones probably aren't registered for resale of keys. It's sorta like how you need a license to sell alcohol.
