How safe is it to activate a won giveaway?

I'm not even saying steamgifts.com giveaways, just overall giveaways..

For example the AMD Promo giveaway if I win a key to tomb raider and activate on my account, can the guy do damage to my account if he so wishes too? Can steam remove my game or even ban the account?

I would be careful. Friend me in Steam and I can check to see if those questionable Steam keys are valid for you.
