I cant join contributor giveaways

My first giveaway finished yesterday but until now i cant join any contributor giveaway . Does anyone know why ??

Her is the message i get all the time :

He has to confirm that you sent him the gift before it counts for your total.

EDIT: Also, if it's a bundle game, those will only give you a max of 20% over your total, so if you've never given away anything else it'll still be 0 from what I understand.
