Yep, that's it. DAMN IT TO HELL! Why is steam "hatin' on me", those goddamn racists. Is it because I live in the shitty part of Europe? :D

Any way to circumvent this and procure said game?

Pretty sure your only limitation is that you can't buy it from the Steam Store. So if you find an online seller you can buy from, that's one option. Or someone in another region can buy it for you and gift it in exchange for paypal or whatever you work out.

Looks as though they only want you to buy the GOTY edition. The base game is there, but has no price to the right and leads to the GOTY edition.
