I believe there isn't anything wrong by gifting games that are on sale

When you create a giveaway, if there is an * next to the name of the game, it follows the bundle rules.

Games on sale aren't affected at all, you'll recieve their full price on Contributor Value, except they were bundled games. If they don't have the * next to their name, it's ok.

They only get bundle limitations if they are on sale for more than 95% off usually caused by a pricing error. That's why Just Cause is considered a "bundle game" as it was listed for only $0.27 the other day and was being exploited for the CV.
