WHY CAN'T I PLAY YOU

Has this happened to anybody before?

I haven't bought Frontlines. It says I own it, but at the same time I can't play it. This is torture...

Also, check if it's not just me xD

It shows the same message for me. This is the same message Steam shows on F2P games pages.
And, since ContinentalGamingAU told about Rome: Total War, I went to check its page and got the same message.

Its just how like a month or two ago it said Cities XL 2013 or 2012 i think was over 100% off...lies!

How hard is it for Steam to create a simple discount on a title xD. They usually get patched and exploited fairly quickly though.

Shows owned for me. I had the same problem a few weeks ago with Payday 2 (during pay-for-free weekend), but they fixed it in about a day, so if you are trying to redeem one of them you shouldn't have to wait long.
