A lot of games (mostly AAA?) are starting to get the AllowCrossRegionGiftingAndTrading=No restriction, making them untradable. My question is: does this apply to gifting via email/direct gifting via steam during purchase? A google search seem to indicate that this is possible but the game won't be activatable without VPN.

Can anyone corroborate if this is true or not? Is this just for games with OnlyAllow RunInCountries, or does the disallow cross region gifting tag include the unactivatable thing too? Seemss really shady if steam allows us to buy and gift a game to a friend without any warning, but won't allow him/her to activate it.

you will not be able to redeem gift send by email or gifted during purchase if you're not in a region or don't use VPN.

It doesn't show anything in my region's shop, yet the product in question, when the ID is checked through steamDB, shows the trading restriction code.
