Very very old ... i know such scammer methods since 20 years...
And in all the time only in one game it really worked.
This was guildwars (1). Around 200-300 people (rich ones, mostly assassins that only made speedruns, game exploiting to get faster money/points/titles or other equal stuff -yeah i had assas or much exactlyer the typ of people that MOSTLY play such a heroclass-) duped really really expensive stuff. They go richer and richer .... for around 6 - 9 months.
And then the BAN HAMMER hit them all (in Guildwars comes a golden animation with a hammer that hits the character from the sky -all around him can see it too-. Thats a really cool way -and one that teach others that exploiting is evil^^- to provide a PERMA BAN :o)

In Guild Wars it's a golden animation and in Steam it's a permanent red text. ^^

yeah but when they traded the duped items away and buyed with the money games and gifted them away it would be much harder to really "hit them at the moneybag". I am nearly sure they not revoke gifted games from other accounts when they banned a steam profile.
In guildwars this people invested a lot of time (at least) and mostly real money to buy gold (platin), over the blackmarket, for guildwars. So it really hits there moneybags and mostly there ego's too :DDD (yes it was a very big pleasure for me to see them get/got banned)

Came across this Harry dude on Steam, having added me on steam. In the first place, his name history has [OPSKINS] Bot #0050, which is already highly suspicious, but whatever.
He went on saying he could dupe Steam items (clearly violating the Steam's TOS), then proceeds to show me 2 examples (with cheap skins, though). They could possibly be bought off the steam market, or traded from an alt account, but I didn't pry.
Proceeds to desperately ask me to give him Steam items so he could dupe them, so both him and I could make some money. (Apparently he'll dupe the item twice, then send me my original one, 1 week after the trade hold he'll send the duped one to me as well).
In the first place, if you had such a programme, wouldn't you just rush to buy a Dragon Lore and start duping it once or twice?
Plus, there are multiple flaws in his conversation, but I'm not going into that :P
