Don't indie game devs,who promote their games(Hashbang games for eg) count as advertsiing too?(I just need to ask,because I promote a greenlight game too,which I like)

His giveaway contains a facebook group link.Don't click on that facebook group link. They just post all refferel link spams on it. I won a giveaway on that group a month ago they didn't delivered the prize. He blocked me from the group. They deleted the post on which I won the giveaway so I can't link to it. But I joined it through another fb profile and I see that thier group contains many spam and refferel links.
