Do the giveaways have to be GIFTS or can they be trade-able games? I understand with trading a game, there's the ability to pretty much turn around and give it away, or resubmit it, but I looked in the FAQ and Rules and didn't see anything about only using the gifting system, and not the trading system.

If a game is on your Steam account and you haven't purchased another copy "as a gift" from the Steam store, it cannot be gifted.

Add any game to your cart and you will see the "Purchase as a gift" option at checkout.

Sure, if you're doing the giveaway you can also give it away via the Steam trading system, but since this would encourage some people to enter games they don't actually want and sell or trade afterwards, I'm only giving them away as a Steam gift.

Please do not offer trades in the description of your giveaways.
When you make a giveaway on this site, you aren't getting anything in return other than thanks/joy. You buy the game as a gift, and then when the winner is chosen you send them that gift activation code.
Warning: Be very careful if you buy a 4-pack of a game. If you mark to buy it as a gift then you get a key to gift all 4 copies at once. If you buy it normally, you get 1 key linked to your account and the other 3 are then made into separately useable activation keys.

Theoretically, you are allowed to use the trading system to give the gift, but it's not encouraged, as the game is supposed to be redeemed by the winner. If you trade it to their inventory, they can sell it or trade it for something. Sure that wouldn't really be your fault, but still, you should send gifts as an actual gift.

Understandable.

One of my friends pretty much stopped using Steam and threw me a bunch of games via the trading system since I was the only one at the time and said to do whatever with them. None of them I particularly want, so I figured I could post them here.

If he traded them to your inventory, they act like if you bought them and added them to your inventory.
Steam allows you to gift them via email or directly through steam, so you can create giveaways for those, no problem.

If you go to your Steam inventory, click on one of the gifts and you should have an option to send it by email. That's the preferred method for delivering gifts here.
But yeah, it should be fine.
