How do I force Steam sync?

Experiencing the same problem as the people here:

http://www.steamgifts.com/giveaway/vbIVY/borderlands

Trying to remove a free weekend game from my list, but I don't know how to force sync.

This is a known issue. It is caused by how steam has changed the way they are tracking your games. Currently there is no fix.

My friends keep seeing that I own Payday: The Heist because I played it on a free weekend. It's a Steam issue like Lorkhan said.

Go to sync account under account tab. If that doesn't work, I can't help you.

What I usually do that makes it Force Sync is if Steam is on then I'd close it and click the Force Sync button, sometimes it takes 2-3 clicks. Done Dizzle.
