A Question about Region Restricted Keys

Well, Here in my region, Steam Keys are 1/4 the price. Let's say, I buy a game, I activate it, play it(Region Restricted), I go to some other country, out of my Region, will the game work there? I've heard people saying It didnt work outside, only for Valve games this happened.

Some are, others aren't. It usually says so in the store page. If not check this

Search for the game and see if there's any library entry locked.
