I think Sega is just bad in general at this point. They can't really get any worse, although I think EVERYONE was waiting for that next Chrono game.

I think it was an HD remake that got canned.
The good thing about the internet is that these days, even if things get C&D'd, as soon as they're released someone immediately gets to storing it and distributing alternate download links before any action is done, something that wasn't as prevalent back then. The most recent case is Bob-Omb Battlefield HD from Mario 64, canned by Nintendo, whom COINCIDENTALLY had a recent direct talking about the release of N64 Virtual Console games on the Wii U - of which Mario 64 was one of them. :V

The first Mario game to have been officially released on PC was released in 1992. Since then, if my memory serves, 7 Mario games (that were official) have been released on PC.

For the first part of the question: Amazon, ebay, thrift stores and so on.
For the second part: You don't, unless you have an older computer. Dosbox should work just fine though (emulates DOS).
The big question is: Do you actually want to play them? While it might be fun to hear the first instance of the voice that is associated with Mario (the voice actor who made the famous "It'sa me, Mario" line from the start of Super Mario 64 actually voiced one of the PC Mario games), it's important to remember that these games targeted a very young audience, and were leaning heavily towards edutainment.

So a game like Mario Fundamentals, which isn't anything other than the mario IP skin? It's not a Mario title. Same with "Mario teaches Typing."
Other than those educational uses of the IP, I can't find any actual Mario games to be available for PC.

mario is missing is probably the closest to having a dos version of a game, not having played any version ive no idea what sort of game it is, i do know it was on nes snes and pc though

as does spartan assault sadly the only one on steam, i dream of 1 & 2 on steam at this point and a wild fantasy of MCC being ported(realistically ill get an xbone when funds allow as i got a 360 to play halo 3 a few years back)

Not going to happen. Square never releases the good versions of their games when they have the Chibi versions made for DS (III and IV).

Honestly, get the PSP version if at all possible. GBA added some content, but there were also some exclusive bugs that were a pain to deal with. When they later released V and VI, they cleaned up that stuff.
