The funny thing about being locked out of my account is that someone somehow got onto my account and used their own credit card and bought 2 DOTA 2 items. I dont play that game. Whoever did it payed $490. Like really. I changed my password when I found out what happened. I just bought Black Ops 2 not 3. poor haha. But I got BO2 for $15 and Im like thats a good deal and now I cant play it. (I used to be a console gamer). As I wait, I better go and collect my pokemon.

Looks like he had access to your email as well. Either you use the same passwords or the person put keylogger or a similar program into your computer.
I recommend using Mobile Authenticator on Steam or change passwords if you do have the same passwords or haven't done so.

Yeah, if someone had access to your email then you should, from a clean and safe computer, first change your email password and then all passwords someone could have gotten from your messages. And do so quickly. Because my friend's email got hijacked once and by that most of his other accounts too.

I looked up and saw they bought 2 items and they used a new card. Mastercard I think and I have never used Mastercard and it showed the last 4 digits and I have never seen them before

First of all other than venting, https://www.reddit.com/r/Steam/ would be more useful since everyday at least 10 people go there with same problem (searching is useful) and sometimes they find help since few followers are Steam employees or just experienced Steam veterans.
Second, you got me lost; since you had your account, then he had it and bought items, then you had it back and you bought a game (with his money?) then decided to lock it anyway even if you recovered it yourself? Anyways a more plain and explaining post in that reddit might help you, GL.

Oh the very BEST part will be that you'll wait 6 weeks, THEN receive a canned response that has nothing to do with helping your problem. After that, they'll likely become arrogant/belligerent and force you into an epic bout of cursing their quite useless lives.
