Why i can't GA "Potatoman"?

When i'm create GA, cat'n find "Potatoman Seeks The Troof" (store.steampowered.com/app/328500/) in games list. Only OST DLC. Why? It's bugged or was giving to all for free and no cost on SG?

It was given for free at some point in time and that's why it isn't in the giveaway create list.
