For gaming, the first is better. Overkill on the ram, you won't even come close to using 8 gb of ram when gaming. And with the mass amount of money you're spending you really should include an SSD. You could also save a ton of money by going with socket lga 1155 instead of 2011. An i5 3570k and a z77 chipset board would save you ALOT of money and you would get identical gaming performance.

My thoughts:
CPU overkill. From the benchmarks I've seen the Core i5 3570K is about the same speed as the Core i7 3820 (often a little faster, sometimes a little slower). It also takes a lot less power, so will be quieter and save you on the electricity bill. So unless you're going to do heavy content creation, 24/7 video conversion or folding I'd suggest you move down a notch.
I'd go with an NVIDIA card. In the current generation they beat the AMD GPU's on power and they perform very well.
You'd really do yourself a service by getting an SSD.

I'll have to agree with the previous posters. The first system is a little better but both are an overkill. You can find better ways to spend your money without noticing a drop in performance or maybe even see an increase in performance by going for a second GPU or an SSD drive.

Go with AMD if you want to save money and spend more somwhere else, same with ATI.
