it's against the rules to make GAs for free games. You shouldn't be able to get CV points (points towards your level) for games that are free and available to everyone to get in the first place. Creating GAs for free games is exploiting the system and you can get suspended for that.

There is this "should" so I dont' know how much are they imposing it. Also it is not really a free game or freeware as the promo is limited time offer (especially for those games that you can win by collecting cards, it is really restricted quantity)..
