At the bottom of the chat window it said "Last message received: ** 19 juli 2013" I'm assuming that's the users name? I couldn't find him/her when I searched it though, so maybe it's not? o_O

I dont believe he should receive the gift because at least it will serve as a reminder to him that there are rules in every community which he must abide by. Hopefully it will force him to read the FAQ at least.
But this is just one case, there are numerous new comers every month who apparently cant be arsed to read a simple documentation. Therefore whenever a new IP visits the site a huge banner with rainbow colors should appear to guide them towards the FAQ. There should also be jokes included inbetween paragraphs and headers to keep them entertained long enough to keep their interest.

True, according to the rules he had 5 more days to activate it but if Enzime hadnt asked about it, he was going to regift it. He clearly admits this intention. Sure he activated his previously won gift, and he will activate the gift which he'll receive from Enzime as well because he's on the ball. But he's shown that he cant be trusted and he either didnt bother to read the faq or does not care about it.
People who only care about farming CV may not see it as an issue as long as they get the "received" flag from the winner but the rest who actually do care about what happens to the game they are gifting may have something to say about that.

So long story short: he won a GA 2 days ago (Serious Sam Complete, not mine), I added him and asked him why he didn't activate it.
This was his response (he only had SS3). After that I removed him from my Steamlist, all of the sudden he did activate his win (because he realised he wasn't getting my gift).
Does this guy deserve his win according to you, even after admitting he was gonna regift it? Still got plenty of time before deciding what to do :x
