I been playing and being a fan of point and click since the 90's, i know almost all the obscure ones. ;)
I still have the original cd of this, believe the manual included was called diary of a madman.
Talkie version adds even more to the atmosphere.

Well, it kinda depends on the way you play it.
But yeah, the concept of surviving the first few years and then just expanding your city gets a bit boring by time. Hunting achievements and adding mods could spice up the game a little bit though.

By that account. Minecraft seems to be situated in either Great Britain or The Netherlands for how frequently it rains...
Though mods are necessary to make that rain more impressive.

Do you only want to look at rain, or do you want some gameplay mechanics somehow affected by rain?
If it's only graphics - Max Payne 2, Watch_Dogs, GTA-series. L4D2 Hard Rain campaign has lots of rain. Batman: Arkham Knight. Not sure if Skyrim or Fallouts had rain on it's own or if you had to mod them in. Metal Gear Solid: Ground Zeroes. Sleeping Dogs. And arena or two in MKX happens during rain.

Skyrim has a great rain/thunderstorm mod... Think it is called "Supreme Storms"?
They just added weather to 7 days to die, but it still needs some work, as it's a bit bugged as of now, though every now and then it will peal thunder that actually makes me jump

in evolve the rainsound is great and has a nice look. in don't starve the rain is not chill but rain.
maybe you should also listen to some wind. for example in the long dark. a snowstorm can be very nice (till you die)

Edit: Just to clarify, I just like games that have this wet but comfy vibe to them. And the sound of rain is super chill wouldn't you agree.
