Well, I think you can rotate the screen of the monitor with short-cut (not actually fliping the monitor). But you need to select one. Not sure if that really fixes the problem though.

In your graphics card's settings, you should be able to rotate your display. However, this should be the last thing you try. For starters, try rebooting your PC, and try going to settings ingame, and changing resolutions to force it to re-fresh the display. If that doesn't work, try going to your cstrike directory, and deleting config.cfg, then re-launching. This is weird indeed.
