i won a game and it isnt availabel im my country what schould i do ?

Contact the gifter, he should provide a new gift. If he doesn't, mark as not recieved.
Or move to the country where the gift can be redeemed.

According to steamgifts rules, region locked games shouldn't be displayed as gifts

if you won it on steamgifts, then dont give it away or trade, you'll get in trouble for that.

Either report as not received, or politelly ask the giver to do a reroll and give someone else who can actually activate it.

If it's a region-locked game (like a russian copy), it's giveaway creator's fault.
You can mark it as "not received" if they don't give you a non-locked game.

If it's not available ONLY in your country, you can do nothing.
The giveaway creator can make a support ticket and ask for a reroll.

Apparently you are from Germany, which mean that you have received a game you can't redeem in your country because... because Germany. The gifter did nothing wrong. You have to contact him to say that he have to request a reroll for his giveaway.
DO NOT TRADE THE KEY/GIFT YOU'VE RECEIVED, DO NOT GIVE IT TO SOMEONE ELSE.

Your country is Germany? This is very special case... A lot of games are not avaivable in Germany, so you just need to aviod GA for them. There is no rule against GA that are ROW, but banned in Germany. Nothing can be done, the GA creator must ask for reroll and give the game to somebody else.
