I am unaware of restrictions to the Steam keys. The Ubisoft key for Blood Dragon may be restricted. But if the promo is available in your country, the keys will work in your country.

Well, I am in Australia, got the key for Blood Dragon, gave it to a friend in the States, and he couldn't redeem it. It did work on an Australian account though.

Was it the code for the store or the code for the game? The codes for the store are region restricted, as far as I know. Same thing happened to me with Far Cry 3. I had two copies, I traded one to a guy in the UK. He couldn't redeem the store key, so I did it for him, then the game key worked fine.

Legal. Sure. The game code isn't region restricted. The store is. You are entitled to a free copy of the game, but it is supposed to be from your own store, using your own promotion. The game itself isn't restricted, so there is nothing to stop you from trading for it, after. This isn't like using a region restricted game code, where they have different prices and restrictions, tied to versions. All the versions are the same, you are just trying to use a store.

It seems that he hasn't activated 4 of the games he has won, so I guess he can wait for a ban

Is it the Store code or the game code? The store codes are region restricted. Your friend could redeem it at the store and get the game code or you could do it yourself, which may require a proxy/VPN type approach, along with a fake US address.

i think it is a a game code from the amd promotions, he tried activating it for his brother, they both are in the states, but it said the same as it said to me.

the only info he could offer to me is that it said on it that is Europe only, not anything more.

The AMD promotions give you UbiStore codes, not Uplay codes. You have to redeem the code at the store, to then get the game. It is more or less a promotional code, not a game key. The code is region restricted, but once you get the game key, you should be able to use it in any region.
