I just did this but I only got JET SET RADIO and hell yeah.I didnt got Golden Axe in my library and if I try it one more time to install the package nothing happends.btw Steam says that i got it already on Steam????? hmmmmm

You're welcome. In fact, SteamDB Golden Axe page says that this is DLC for SEGA Genesis & Mega Drive Classics. This is the reason why you see this under that name.

It is a Genesis/Megadrive emulator and the games are DLCs, that's why they don't appear as single entries in your library.

I tried that and it added the DLCs to the cart, but then they weren't free. Sneaky stuff. I figure it out in the end though, thanks for the help!
