I am about to trade my TF2 keys for Watch Dogs Deluxe.
But the guy is kind of new to trading, and he gave me his purchase receipt and everything.
But i want to know if the Steam Wallet can be chargedback, i don't want to risk losing all my items.

Depending on the payment method, it can be possible, since stolen credit cards and such may be used.

As long as you're trading for a giftable copy and not a serial key, if the worst happens, you should get your TF2 items back.

If he's offering anything other than a giftable copy I'd think long and hard about this one. Better to pay a few extra dollars than run the considerable risk of getting shafted with no chance of recompense.

If you are trading through steam then if the game is removed steam support gives back the items you traded.

It's possible, but if it were to happen, you would get your keys back from the trade if they are traded for the (gift) game at exactly the same time.

My advice: Don't go around trading when you don't have complete trust in the other person. I will never trade with somebody I feel can't be trusted 100% and especially not a high-profile yet to release game with a new trader. There should surely be some more trustable people out there able to offer you the same

I just traded with him. And the gift activated normally.
We'll we will see in the next few weeks.

If it's a new guy trading expensive preorders, I'd expect the game to disappear next month due to credit card fraud. Receipt means nothing, and someone offering to show a receipt would make me run away. :)

But if you enjoy gambling, make sure to do the entire trade with items only (your tf2 keys for his gift copy of the game) in a single trade, and not paypal, paysafe, serial numbers or whatever - so when the game is removed from your library next month you can get your tf2 keys back. :)
