You cant do anything, was scummed also some times. Only one thing you can do is report him and block for the communikation, but steam doesnt doing anything with this people. On time i wasscummedso "bad" that i have tryed all what i can do for that this guy willbe "brandmarked" as a scummer or will be banned on steam. What happens-> nothing. On the "tradeing sites" he was reported, but steam doesnt make ANYTHING!

It sucks, but as stated, the only thing you can do is report them and be more careful in the future.
I heard a while back that Steamrep no longer deals with game key scams (i.e. bundled games). If that's true, it's a lot less useful, but I still do a background check on every trader. If half of their friends have one or more ban on record, they can't be trusted.

Short answer: Yes, you scammed. Open Steamrep and left this story with images on scammers profile and also send this story to Steam Support. If the guy will do something else again, he will got a Trading ban.
